The Vietnamese government maintains a unified organizational structure — centered on the Ministry of Natural Resources and Environment and the Ministry of Construction — extending from the central government down to the local level. In particular, the "Housing and Real Estate Market Database" plays a key role as a digitized information system in real estate administration nationwide. This framework has been developed with a view to improving transparency in the real estate market and promoting economic activity.

As shown in the diagram above, Vietnam's land management authorities are organized in a structure running from the central level down to the local level.

At the central level, the land management authority representing the government is the Ministry of Natural Resources and Environment.
At the level of provinces and centrally-run cities, land management is handled by the Department of Natural Resources and Environment. Public land service organizations are established and operated under government regulations. Local land management authorities are structured as follows:

- At the level of provinces and centrally-run cities, the land management authority is the Department of Natural Resources and Environment.

- At the level of districts, towns under provincial administration, and cities under provincial administration, the land management authority is the Division of Natural Resources and Environment.

Local authorities — including the Department of Natural Resources and Environment, the Division of Natural Resources and Environment, and land registration offices — are responsible for managing the status of land. Provincial People's Committees and District People's Committees are each responsible for establishing land management structures within their respective localities. Local People's Committees appoint land management personnel to carry out these duties.
The Ministry of Natural Resources and Environment, in coordination with the Ministry of Home Affairs, determines the functions, duties, and organizational structure of local land management authorities, as well as the duties of local land registrars.

03 - Administrative Bodies for the Housing and Real Estate Market

The Vietnamese government manages housing nationwide through the "Housing and Real Estate Market Database" system. This database is administered by the Ministry of Construction (at the local level, by the Department of Construction).
The "Housing and Real Estate Market Database" collects, examines, evaluates, and processes information, and hosts fundamental digitized data on housing and the real estate market. This data is systematically integrated and stored — updated, managed, and used via information systems, storage devices, and media — in the form of data files. It constitutes an information technology system serving state administration, economic and social activity, and other legitimate purposes (Article 6.1 of Decree No. 117/2015/ND-CP dated November 12, 2015, on the Construction, Management, and Use of the Information System on Housing and the Real Estate Market).
