Vietnam's 2025 Law on Investment: A Complete List of Removed, Added, and Revised Conditional Business Lines
Under the 2025 Law on Investment (Law No. 143/2025/QH15), 36 conditional business lines will be removed, 15 new lines added, and 27 lines revised. This article explains the impact on data-related services, unmanned aerial vehicle (drone) businesses, e-commerce, securities, chemicals, food, and other sectors.
A. Removed Business Lines (36 Lines)
Tax procedure agent services, customs procedure agent services, commercial appraisal, temporary import and re-export of goods subject to special consumption tax, temporary import and re-export of frozen foods, temporary import and re-export of used goods, energy auditing, job placement services, worker dispatch (labor leasing), motor vehicle warranty and maintenance services, construction, conversion, repair, and salvage of inland waterway vessels, maritime safety assurance, vessel towage, shipbuilding/conversion/repair, air navigation support services, multimodal transport, construction, management and operation of condominium apartment buildings, management and operation of cremation facilities, data centers, overseas study consulting, businesses relating to CITES-listed flora and fauna (covering several lines such as breeding, import/export, and processing), cosmetic surgery, organization of art performances and fashion shows, IT and database-construction services relating to land information systems, construction works execution, construction activities by foreign construction contractors, construction investment cost management, animal quarantine, calibration and testing of measuring instruments, and currency printing and minting.
B. Added Business Lines (15 Lines)
Bonded warehouse operation, seaport operation and development, unmanned aerial vehicle (drone)-related businesses (import, sale, R&D, manufacturing, and repair), site construction supervisor/commander services, trust services, radio operator training, data-intermediation products and services, data analytics and integration, data-trading platforms, virtual asset (crypto-asset)-related services, personal data processing services, and operation of premises for customs procedures, among others.
C. Revised Business Lines (27 Lines)
Judicial expertise/forensic examination services (sectoral restriction removed), renaming of the bailiff (judicial enforcement officer) profession, securities services (addition of domestic carbon exchange support services), chemical business (revised to follow Appendix II), tobacco business (e-cigarettes and heated tobacco products excluded), e-commerce activities (intermediary platforms, social media, and e-contract authentication now expressly specified), airport business (airfields excluded), renaming of construction-related qualifications from "service" to "activity," printing services (change in treatment of product label and packaging printing), processing services for used IT products (limited to foreign traders), cybersecurity products and services (civil-use cryptographic products excluded), aquaculture and livestock feed (addition of environmental treatment products), medical device business, intellectual property agency services (addition of copyright and related-rights agency), payment services (addition of mobile money services), gold business (jewelry gold excluded), construction inspection services, and food business (expanding the scope of competent authorities to three ministries — the Ministry of Industry and Trade, the Ministry of Agriculture and Environment, and the Ministry of Health), among others.
