Vietnam's Constitutional Amendment: Strengthening the Role of the Fatherland Front and Reorganizing the Administrative System

On June 16, 2025, Vietnam's National Assembly passed Resolution No. 203/2025/QH15, amending and supplementing certain provisions of the Constitution.

01 - Overview
The amendment consists of three principal changes: (1) strengthening the role of the Vietnam Fatherland Front, by consolidating political and social organizations to reinforce its nation-building and oversight functions; (2) reforming the local administrative system, by introducing a two-tier administrative model nationwide and abolishing district-level (huyện) administrative units effective July 1, 2025; and (3) restructuring the right to submit draft laws and decrees, improving transparency in the legislative process.

02 - Details of the amendment
(1) The Fatherland Front now consolidates organizations such as the Trade Union, the Farmers' Association, the Youth Union, the Women's Union, and the Veterans' Association under a unified organizational structure.
(2) With the abolition of the district (huyện) level, the administrative structure now consists of two tiers: provinces/centrally-run cities and their subordinate units. The roles and authority of grassroots administrative units (such as communes) have been substantially strengthened.
(3) The submission of draft laws and decrees has been unified under a single mechanism, whereby the Central Committee of the Fatherland Front submits them on behalf of the relevant bodies.

Summary: this amendment represents an important step toward more efficient state administration, greater decentralization, and expanded democratic participation by citizens.
